EU Citizen (Non-Italian) Residence in Italy

1. Short-Term Stays (< 90 Days)

  • No visa or permit required. Present a valid EU passport or national ID card at border control.
  • Enjoy visa-free travel throughout the Schengen area for up to 90 days within any 180-day period.

2. Long-Term Residence (≥ 90 Days)

After 90 days of continuous stay, you must register your residence with the local authorities:

  1. Gather Documents:
    • Valid EU passport or national ID.
    • Proof of sufficient resources (e.g., employment contract, bank statements, pension).
    • Proof of health coverage:
      • European Health Insurance Card (EHIC), or
      • Private health insurance valid in Italy.
    • Proof of accommodation (rental contract, property deed, or hotel booking).
  2. Submit to the Comune: Go to the Ufficio Anagrafe (registry office) of your Comune (municipality) with originals + copies.
  3. Receive Certificate: You will be issued a “Certificato di Residenza” or “Attestazione di Iscrizione” confirming your legal residence.

3. Rights & Obligations

  • Access to Italian public services (schooling, healthcare under SSN once registered).
  • Right to work or study without additional permits.
  • Obligation to renew registration if you move Comune or change status.
  • If you leave Italy for more than 6 months in a year, your registration may be cancelled.

4. Permanent EU Long-Term Residence

After 5 years of continuous legal residence under this regime, you may apply for the Carta di Soggiorno UE:

  • Proof of uninterrupted 5-year stay.
  • Stable income and accommodation.
  • EHIC or SSN registration.
